Pueblo Riverwalk Boathouse Grand Opening
The HARP Authority, in partnership with the City of Pueblo, Pueblo Urban Renewal Authority, and Pueblo County, are proud to announce the completion of The Boathouse and Phase IV of the Riverwalk Expansion. An official grand opening ceremony will be held on Thursday, April 23 at 3:00 p.m. at The Boathouse, 130 E. Riverwalk.
Community members, stakeholders, and local officials are invited to attend, tour, and experience the new facility. The ceremony will feature remarks from local leaders followed by open house-style tours of the building. This milestone represents years of collaboration and dedication from the HARP Authority, H.W. Houston, Pueblo County, the City of Pueblo, the Colorado Department of Local Affairs, Pueblo Urban Renewal Authority, the HARP Foundation, and many other partners who have supported the long-term vision of the Riverwalk.
The Riverwalk channel extension improves pedestrian connectivity to downtown Pueblo, while The Boathouse provides a vibrant, shared community space. Additionally, relocating the HARP Authority offices to The Boathouse has opened up prime Riverwalk frontage, creating new opportunities for retail, hospitality, and tourism-oriented development.
This transformative project was made possible through strong local and state partnerships focused on thoughtful development and enhancing quality of life for the Pueblo community. Project funding included a $1,000,000 grant from the Colorado Department of Local Affairs, matched by $1,000,000 from the City of Pueblo. These funds helped bring the project to completion following voter approval of the 2016 Pueblo County 1A ballot measure, which contributed $9,000,000. Additional funding sources included $200,000 from the Pueblo Urban Renewal Authority, $3,311,597 from the half-cent sales tax, and $1,462,844 in American Rescue Plan Act (ARPA) funding. The HARP Foundation also raised $699,000 in private donations and grants to support building signage, fixtures, and equipment.
In total, The Boathouse and Channel Extension represent a $15,974,481.73 investment from more than six funding sources, demonstrating the strength of community collaboration and a shared commitment to Pueblo’s continued growth and vitality.
In the days leading up to the grand opening, the HARP Authority will transition its operations to The Boathouse, with the facility beginning to welcome visitors soon after. Full Riverwalk boat operations will launch in May, along with the availability of public rentals at The Boathouse.
